The NFL is reportedly “concerned.”
The NFL’s Competition Committee chairman Rich McKay indicates that the NFL is “concerned” that scoring has dipped from a combined 49 points per game in 2020 to a combined 43.5 points per game in 2023.

Users on X offered plenty of explanation as to why this may be with some indicating that it’s actually better for the game that scoring has been decreasing.
There is no indication that any rules will change due to this “concern.”
In recent years, rule changes seem to have impacted playing defense more so than offense as many rules changes have been directed towards making the game safer for players, in particular hits on quarterbacks and “defenseless” players.
